冰湖溃决洪水灾害链的系统动力学分析与断链策略研究

Abstract

本文基于对冰湖溃决洪水 GLOF(Glacial Lake Outburst Flood)相关文献的收集和整理,运用系统动力学(SD)理论及分析框架,建立 GLOF 灾害链因果反馈模型。通过对灾害链中关键变量、反馈回路及时间延迟的识别,探讨在全球气候变暖的情况下冰湖蓄水量的增长、诱发原因、社会的暴露与脆弱性之间的互动关系。在此基础上提出三种系统动力学的“断链”方式即干预风险存量积累的过程、干预触发机制以及响应的时间差、干预社会暴露及脆弱性。本文倡导从单一事件应对到系统风险管理的思维转变,为冰川区灾害风险管理提供一定的指导思想和决策参考。
